Sorry Walaka. I liked the first cartoon you linked too enough to surf around that site and thought this one was excellent.

I would disagree with "not requiring any great art skillz" though - this is actually cartooning at its finest: a few simple lines and colors, but you know exactly what you are looking at. And that is the difference between cartooning and drawing.
I guess by "art skillz", I meant shading, linework, understanding anatomy, color and compositional balance, numbchuck skillz, bo staff skillz, etc.
I do think that this piece is graphically effective. But I don't think the artist has good art skills (judging also on the other work posted at the website.) I admire that the artist is able to be funny and effective with the cartoons despite the limited artistic range. Similarly, I think Bob Dylan is an effective singer without having good "singing skills". His genius lay more in his writing skills.
I disagree that "cartooning at its finest" is stripped down to a few simple lines, or that a few simple lines cannot convey excellent art skillz. Bill Waterson conveyed an outstanding sense of nature, anatomy and physics with his few simple lines. I never looked at a Calvin and Hobbes strip and thought... Too many lines... overwrought! I just thought... wow, that guy's a freakin' genius and I'm jealous as hell.
Could just be a difference in aesthetic taste however.
